Is this legal?
Yes. We are a commercial vendor selling at our usual and normal charge, and we identify a visitor only after they grant permission on your banner. Tracking before consent is where the lawsuits are; that is the thing we do not do. See Compliance for the plain-language version.
Will Meta accept these audiences?
Consented, first-party records are what Meta Custom Audiences are built for. Your ad account still needs political advertiser verification and a “Paid for by” disclaimer, which you likely already have.
How is each client's data siloed?
